Well, the law said that anyone could get the Class A or B non-Commercial. But the DMVS folks were of the opinion that it was only farmers or firefighters. Motorhomes are drivable on Class C licenses so not many other folks come in looking for the Non-Commercial Class B or A licenses.

Its mostly that they're paid and trained not to interpret. "These are the rules do what these rules say, if in question, ask your boss." And that goes all the way up the line, usually ending with someone that doesn't want to run it further up the chain and they just say "No." Some times you have to work the problem from above and below.
