Don't know about a lease deal, but...
...taking my CARC painted time machine back to the late 60's...
...what is now I-95 north from the Baltimore beltway to the Delaware line
was built privately under a deal where the builder retained toll collection
rights
until cost plus X% was recovered at which time the deal was over that the
road reverted to State/Fed whatever control. Toll booths were actually
dismantled at several locations - only time I've ever seen -that- happen.
