I have to agree. I don't see that this bill has anything to do with
the ferret problem. This seems to me to be an attempt to include HMV's
in with other car collectors for special tags. It probably has been
sponsored by a pro hobby person. It does seem to have a lot of
restrictions, but then maybe you are getting a much cheaper tag or
something else in return. It would take little effort to make
something not qualify for this and a lot of effort to make it included
(in order to the the special tag).
Of course, I am not a lawyer either, and it is a little hard for me to
follow and I stopped reading it about half way through. I also didn't
go back to the amended K.S.A. 8-194, 8-195 and 8-196 and
K.S.A. 2005 Supp. 8-1486 and 8-2118 to see what the existing
sections said.
