All frames seem to rust out from what I've seen. Especially if you use them in places where the road is salted in the winter. Rovers are more likely to be used in snowy conditions to get around I'd assume than your average muscle car or compact car. As far as underpowered, when you talk about some vehicles, just shove a small block V-8 or large bore straight 6. Power is easy to fix. Wether it's a Jeep, Landrover or FJ series Landcruiser. Before I got into MVs, I was lusting after a long wheelbase FJ-40 Landcruiser with a Chevy Small block V-8.
