Morning Joe,
Some thoughts about M35 brakes from past experience.
1. Pedal goes to floor with no effort and truck will roll
        a. air in the system
                leaking wheel cylinder/s look under the truck see if
there are " streaks " on the tires where fluid
                drained from the brake drum.
                streaks visible - replace ALL the wheel cylinders. If
1 is leaking the other 5 are sure to follow in time.
                no streaks - look for wet spots along all the brake
lines and hoses. repair as neccesary.
        b. Wheel cylinder/s stuck - relace faulty cylinder/s.

2. Faulty Master cylinder
        Open the floor plate, remove the master cylinder fill cap and
operate the brake pedal with your hand while watching the fluid.
If the fluid level drops with each stroke the cylinder is pumping and
there is probably air in the system. Try bleeding the system,
check for leaks at the wheels, etc.

3. Pedal goes to floor, with no efflort, truck will not roll
        a. Shoes are stuck in " applied " position.
                Soes siezed to the brake drum
                Wheel cylinder pistons are siezed in the bore
                weak or broken return springs on the shoes.
                brake lines clogged with rust
                        disconnect the lines ( one at a time ) and using
an air nozzle blow the line clear. No air flow
thru line replace the line. after clearing the lines, bleed the system.
4. Pedal seems normal, truck does want to roll
        Check for stuck parking brake. If the truck has been parked for a
long time with the brake applied the shoe lining can " rust" to
the driveline.

I cannot offer any info about the air pack booster as I have never had to
repair/replace one.

I hopes these hints help. It's early in the A.M. and these are the most
common things I can think of now.
