Forget about detonating IED's. The bad guys will just make more IEDs that are simpler non-el detonated devices.
Go after the bad guys, particularly the guys who are easiest to get to (the guys who put em out there). Perhaps you'll get a few IED makers in the process. In any case, any effort to snipe and kill these guys will have the following results..
#1. The guys who put them out there won't be in such a hurry to do it for fear of getting sniped.
#2 The guys who put them out there will begin to reduce their AO's in order to live a little longer (thereby making it easier for us to knock more of them off).
#3 Assuming we blast a few experienced IED makers in the effort, there will be fewer experienced bomb makers
#4 Inexperienced bomb makers have a frightening tendency to blow themselves and their friends and associates up (which is a BIG bonus)
#5 There will be fewer folks willing to stroll and roll about at night for fear of getting whacked which will tighten the noose on their supply and manpower pipeline.
