Other states aren't a problem as long as you have a bill of sale. Seems to me an invoice with the VIN number would work just fine. If it comes from out of state, they just have a Cop verify the vin and sign a dumb form. Easy really if your state is correct. Sounds like title service is the way to go if not, or a call to the Tag office to figure out a procedure for the ex-MVs
