public roads like civilian armored vehicles?
** I believe one of the main arguements the stae was using was that the
"mil-veh" armoured vehicles in question did NOT meet modern safety
requirements ( seat belts, safety glass, maybe even dual reservoir master
brake cylinder), unlike any other "civvy" armoured vehicles ( such as a
former Brinks truck or whatnot).
