If you have the time and the money, it's much easier to paint the rims
without the tire. This also gives you the opportunity to check for rough
edges where the tire meets the wheel, etc. Don't forget to have the whole
assembly balanced (even though I don't think the military did).

Should I leave the old tire on, and have the rim sandblasted, primer, and
painted? To leave the inside (where the rubber meets) clean and smooth? (and
replace the tires with MV NDT after the process) Or should I take the tire
off so all parts of the rim get blasted, primer and painted? Being that it's
a tube tire, I don't suppose getting a seal on the rim is very important?

I'm going to have most of the work done this weekend if not very early next
week.

Additionally, I'm considering cleaning up my M100, and putting on a coat of
Semi-Gloss OD #24087 for the time being to keep it clean and preserve it
longer until I can get all the parts to restore her correctly.
Currently she has a camo scheme paint job coming right out of the Montana
National Guard. Should I bother to maybe try to save that paint job? Would
it bother anyone if I did it over in solid OD? Comments thoughts? I'll
probably paint her this Sunday or not...
