I can think of three methods that would work:
1. The best and most expensive would be to take it apart and take it
to a company who could dip it in a vat and chemically take it down to
bare metal. I have seen this on TV being done by the hot rod people.
This usually leaves places that are too thin and have to be replaced
and then you just prime it and paint it.
2. Sand blast it. I have done a little of this. Most units you can
afford to buy are too small and slow. You can rent an industrial sand
blaster, but they can warp body panels or eat through them if you
aren't careful.
3. Power spray, sand or grind the loose paint and rust off then spray
with a rust converter and then paint.
