Homeland Security has put the fear of everything into everyone so rather
than worry about whether or not selling 40 year old radio gear to Canadians
constitutes export of restricted military technology/Significant Military
Equipment/CLI list stuff - vendors just say "bugger it" and just refuse to
sell outside the U.S. borders outright. Some also simply just don't want to
bother with any paperwork they think of as 'extra', so again they just say
Bugger It and add the "available to U.S. only" at the bottom there.
