How do I check the timing & flow on my M38A1?

Just wondering what an easy way to check these 2
issues might be? I got the jeep running and I drove it
a bit, but it still chugs, sputters & backfires every
now and then. It really bogs down when you release the
clutch in gear. Any ideas besides timing or flow?
