It means that DOT5 will not absorb water at all.
Water in the system will sit in low spots and
stay as fluid. DOT 5 is liked by racers because
it has very goo heat characteristics AND is very
unlikely to absorb water in the system through
the breather. DOT3 and 4 will absorb water from
the vent over time and needs to be flushed to
remove this.

There is a DOT 5.1 that is compatible with 3 and
4, but has more characteristics like 5. It cannot
be mixed with 5. This is really for racers who
want the best performance possible out of their
brake systems.
