Go to:
http://www.carlisle.army.mil/cgi-bin/usamhi/DL/showdoc.pl?docnum=710
And look at page 41. This shows a 45 ton tank transporter truck and trailer.
The trailer has a total of 12 tires. The illustrations are not all-encompassing, but it appears that the rear axle had 8 tires in a row, and the front had the remaining 4, although I can't tell exactly how they are placed. The spec sheet says that it had a top towed speed of 23 miles per hour and that it was designed for use on-road and not cross-country.
I think this might be what you are referring to. By the way, it takes a long time to download the entire catalog.

The one I'm aware of had two sets of axles with center wheels, 16 perhaps?
