You've got a bigger problem than that. The SF97 cannot be transfered. It
has the original buyers name on it and it must be titled by that party first.
Only then can it be transfered and retitled. Getting a new SF97 with the
correct data on it can take a very long time. Speaking from experience. I
have had several vehicles that I purchased from the Gov. and they screwed the
paper work up. I sent it back and it took over a year to finnally convince
them that they messed up and not that I was trying to pull a fast one. You
would actually be better off applying for a title without the SF97. Here in
MN you have to apply like you would normally but you have to post a surety
bond that protects the state from liable if someone comes and claims the
vehicle. After 3 years they consider the vehicle totally yours and the bond
comes off. We can sell the vehicle right away if we want because they issue
title. The bond goes with the vehicle. Check with the local DMV and ask how
to title a vehicle without a title. Most of the time they are very helpful.
