Back circa 1980, the military had a program called "Project Wheels".
Under this program, local cities and town obtained large numbers of M-37's
and M-715 trucks. Most of the surplus trucks that many fire departments
still have were obtained this way.
I had a friend active with the Swampscott (MA) CD, and we picked up a
715 from the field at Fort Devens were several hundred 37's and 715's were
parked. As I recall, most had markings from either the 26th division or 94th
ARCOM (the local New England National Guard or Army Reserve groups.
Currently, much larger trucks are being made available, but there
dosen't sem to be much demand for them. Even though Hummer is selling
civillian rigs to fire departments, I doubt that the military will have a
program in the future to surplus out Humvee's to local users.
