Seems to be related to equalizing pressure between inside of carb and outside
world air pressure. Maybe this is important during underwater runs.

I see now. My jeep has everything you describe except the fittings on the
manifold -- maybe I have a replacement manifold that lacks those ports, or
someone didn't bother to put 'em in after a changeout.
