I had the same problem on a vehicle I purchased. After a year of tinkering
with it and paying two people to fix it, I noticed a wire coming off the
first battery going to the coil. The previous owner had done a partial 12v
conversion, making plugs and ignition 12v, and keeping starter 24v.
When I finished driving vehicle for weekend, I shut off the ignition and cut
off switch. Next weekend, I tried to start it and it would be slow/no crank.
Sometimes if it set for a while with the cut off switch "on" it would start.
With this wiring arrangement, one battery was being drained by the coil and
the other was being overcharged by the regulator. This led to weak starting
power (one battery measured 13v, other 9v by VOM.) If the batteries were
allowed to sit a while (with the cut off switch closed), they seemed to
eqilibrate, and would lead to starting.
The end of the story is I am converting this back to 24v and you should make
sure nothing is draining on one battery.
