A while back a similar problem came up on another List. Blake Robinson,
President of Kayline Mfg. responded: "We have found that 303 Protectant is
the best product for restoring the window when it is getting 'milky'
looking. 303 contains no alcohol, unlike Armor-All, to dry the vinyl. What
303 does is replace the plasticizers in the vinyl, filling in the
micro-pores so that the window becomes clear again. It will not remove
scratches, however. We don't make 303 but recommend it in all of our top
kits."

If 303 Protectant doesn't help you should be able to get window vinyl from
Kayline.

BTW Bestop will only make tops for older Jeeps in black but Kayline will
make tops for any Jeep in any of 13 colors!!
