Without a capacitor tester, you can only make rudimentary tests,
such as checking for a direct short. It is also possible that there
could be a heat-sensitive problem with a condenser/capacitor that
wouldn't show up on a test.
Condensors are cheap enough that the best way to test them
is just to replace them. You could also swap a known-good unit
with the questionable one.
Are the points burning/pitting? If so, replace the condenser,
whose job it is to reduce the arcing/burning at the points.
