Hi Steve! I was raised and lived in Phila. and the min speed is
still 45mph. I'm sure you could get permit if you meet their
requirements. I think you would need vehicles with yellow lights
front and rear of convoy. Most likely like oversized loads. Try PA
State Police on the internet. I'm sure they can get answers. Stu
