[MV] M 725 (rather long, sorry about that)

Hi all,
I'm still looking at a M 725 and was wondering if anyone could give me an
approx. value for one that: (description follows)
1. isn't running
2. is running rough
3. runs well
4. is restored (and just how far does one have to be restored, for the
seller to claim that it is restored?)

The one I am looking at now the seller is asking $4000 obo and I have
learned (thanks to all of your wisdom) that, that is probably about double
what it is really worth. I am working on trying to figure out what would
be a fair offer to make on it, and am considering making the condition
that the current owner has to get it to run first. I should be able to
get a deal on it since it has been sitting since at least June with a "for
sale" sign on it, but that is going to depend on how bad he wants to get
rid of it.

facts on it are: (some might be off a little since it is about 100 miles
away, near home but far from school)
-currently not running, no idea if it will run (hopefully modify this
before buying, if I get it)
-body in reletively good shape, some rust on bottom and frame but no
obvious major rust or body damage
-formerly owned by a fire Dept. in the Upper Penninsula (Mich)...ran when
they gave it up, but has sat for a while since
-engine block covered by a thick layer of grunge
-tornado six
-delivery date of 2/67 or 2/69 (my memory is getting bad)
-paint is a faded out red (from fire dept.)
-spot light doesn't work (locked up)
-glass in one of the back doors is cracked
-no lockout hubs
-missing door between drivers compartment and patient compartment
-drivers seat looks to be non-stock
-exhaust system is shot from muffler back
-vaccume opperated wipers
-24v system
-inside of box modified by fire dept. to serve as an equipement truck
-ignition isn't by key but is by push button starter and cutout switches
(this is probably original but it also means that I am going to need
someone to talk me through the start up procedure)
-radiator looked dry the last time I visited it but it has been a while
since it is by home and I am away at school
-still has oil in the block (not sure about gear boxes)
-lacks batteries
-some of the lights are going to need replacement early on because of
damage (i.e. broken lens, bent housing, etc.)
-old gov. plate still partly there (at least the top 1", easier to cut
than unbolt is my guess)

well this is probably a long enough description for now.
any help would be appreciated since I would like to add a vehicle to my
signature and I don't think that the CJ 7 I've been working on quite
counts :)
