[MV] What's my engine? (GPW)

I'd like to get more information about the engine number on my
father-in-law's GPW.

One number on the engine block is "7468". There's another number near the
water pump that reads "03A005". The "005" part of that number is in
superscript. What's the 03A005 number for, and what does it mean?

Also, there were two tags on the engine block. One read:
"Rebuilt by Don Neller Motors,
Oakland, California (3-3-43)
Job order #35110"

The other tag on the engine block read:
"Ordnance service command
base shop Topeka, Kansas
Date 7-25-44 Engine #7468"

Does this mean this was originally a civilian motor that was installed in
this GPW by some military shop in Kansas?

Why would a shop called Don Neller Motors be rebuilding Jeep engines in
1943? Did the army have a contract with them?

Also, if anyone is able to find information about this, what books contain
this information, and where can I get a copy?
