[MV] CUCV 1010 Electrical Problem

I have a good friend that owns a 1984 Chev Custom Deluxe, CUCV 1010,
1-1/4ton 4X4 ambulance. It is in really great condition but it has an
electrical problem that I hope to repair for him.
The ambulance is equipped with two 28V-100A alternators and two 12V auto
batteries connected in series ala most of the M series vehicles. The
problem is that one battery gets fried, while the other battery goes dead.
So far he has spent over $300 having the alternators rebuilt, and $160 for
new series "A" batteries, and regulators. One battery is getting 17.4V and
the other gets nothing.
Has anyone here experienced this problem?
Do we have to do something to balance the load seen by the alternator?
Can we rewire to use only one alternator with the 2 batteries like a MUTT?
Any suggestions?
