Doesn't want much does he?
German armour is probably the "Holy Grail" of military collecting: it is
not impossible to locate one still in a field but even when he does that
will be the easy bit accomplished.
In Europe since the collapse of the Soviet block you now have umpteen
countries all with there own laws about military relics, so the legal
side might be the real challenge. Pulling, say, a King Tiger out of a
swamp will probably be childs play in comparison.
