[MV] M38 brakes

After sitting in my garage for a week, my M38's brake pedal went to the
floor. The fluid reservoir was nearly empty. But after filling it, the
pedal still goes to the floor. Do I need a new master cylinder? Can the
old one be rebuilt? I'd appreciate any advice. Thanks.
