I have had this problem to, as the authorities want rego plates in certain
locations and there is no option but to drill the armour.
I accidentally discovered how to do it.

I needed to drill a hole in my Ferret and thought I would try those yellow
(titanium coated ?) drill bits. At the time my 1/2" drill was several
miles away so I grabbed my 7.2 volt battery drill and in order to get the
battery to last a bit longer put it on slow speed.
You would not believe the difference.
I managed to drill probably 4 x 1/4" holes on a less than fully charged
battery using one drill bit. I did discover that as the coating wears
off the cutting edges the bit becomes less effective: once resharpened, the
bit displays all the properties of a normal drill bit (and the 20
sharpenings per hole). So it would seem that
it is the factory coating OVER the cutting edges that is the secret.

Take note that the faster the drill speed the less material that is cut
before the bit becomes worn. Using the slow speed on the battery drill
actually had the swarth cuttings in spirals just like a properly sharpened
bit does on normal steel.
