[MV] Starter Problems in L134 engine

I have a GPW with a CJ-2A L134 engine, and use it a lot on the farm. Over
the past 10 years I have had the starter rebuilt 3 times. Still, it locks
up with the bendix stuck in the flywheel if the engine doesn't fire off the
first time. Sometimes I can "rock" the jeep in gear and it pops back.
Sometimes I can "rap" the side of the starter with a hammer and it pops
back. But most of the time I must take off the rear bracket bolt, and loosen
the two starter-to-bell housing bolts a lot to get it loose. It starts
really well if they are left loose. The bendix gears are all new, the
flywheel gears are not worn (I dont think by inspection thru the starter
hole, anyway) and the wiring is all new, heavy gauge wire, starter floor
switch is new, battery is new, the ground wires are all clean contacts and
new wire. The starter shaft helical gear is clean and new. I am puzzled.
My starter does not have an encapsulated (nose cone) end, just a shaft
sticking out. I've seen starters with the nose cone, should I try one of
those?
