Sir, if all army vehicles are governed at 58 mph, then most of them are
modified as soon as they reach a line unit. Not only have I personally
driven HMMWVs and CUCVs faster than that (don't tell the chain of command),
but I've driven 151s on the autobahn faster. We had to, or we would be a
hazard to traffic.

This is 1999, the civilian market demonstrates that an off road vehicle can
be rugged and run at interstate speeds too every day. Why shouldn't MVs?
