If you used _sand-paper_ there is every likelihood some grit is holding
the points apart.
If the points were removed for cleaning (and I don't know this
distributor type specifically), are all the wires and insulating
bushes/washers in the right position, its easy to replace with the
spring inadvertently shorted to ground or the coil/condenser wires on
the wrong side of the insulated bush.

Check on the other side of the coil - CB usually, this should fluctuate
between 24v supply and 0V as the points open and close as the engine is
slowly turned.
If it stays at 24V then the wire to the distributor is broken, the point
gap is such they never close or one of the conditions above apply with
"dirty" points/mis-wired in the distributor.
If it is permanently at 0V then the coil has an O/C primary, the
internal distributor connections are mis-placed or the points are not
gapped correctly (ie. never open)

Re-check the distributor, point gap, cleanliness and distributor wiring.
Leave the carburettor well alone, it has nothing to do with it at
present.
