[MV] T18 transfer case question

Hi List

I am not able to select 2 wheel drive and low range in my T18 transfer case in my 45MB. All other combinations work fine. Is there a problem with my transfer case or is this normal? My NP205 transfer case in my Dodge W300 does allow 2wd low. I have found 2wd low to be useful in slow moving parades.
