I believe that the floating system (the bottom not anchored) like what is used
in cars today is far superior. As the top of front the shoe makes contact, the
shoe tries to rotate with the drum thereby applying a force to the bottom of
the rear shoe.

I had a 1981 Ford Escort that had fixed anchor brake shoes on the rear. I
believe they did this to make them inefficient so that lock up would be
reduced.
