[MV] PLEASE HELP, NEED INFO on M38A1 engine problem

I have a 1952 USMC M38A1. It has not been run in about 3 years till about a
week ago. It started up and ran perfect. Now when it runs it will run with
no skips just as smooth as it can for about 30-60 seconds then starts to
skip and sounds like it is flooding, black smoke will puff out. It will do
this for about 15 seconds then speed back up and run perfect for about a min
more before doing it again. I've looked at just about everything to see if
I could figure out what was causing it. Even retimed it and adjusted the
card per the Ord Man. It seems to me that it is dumping too much fuel in
the carb every now and then, what can I do to fix this problem.
