I noticed it by accident one night on cable (Time/Warner) whilst eating
dinner (that and breakfast are the only times I'll even look at the tube).
It was time shared with another obscure channel at other times of the day.

Is this a 24hr per day channel at it's source? Or is it only put out
certain times as I noticed?
