Here is something you and anyone else with a NSN can do to try to ID a part.
Go to the DRMS website, then the search function, and enter the NSN. IF
there is an item with that NSN currently available in the surplus system a
list of them will appear. When on that list, click on the NSN, and a
description of that item will apppear, usually with its application.
In this particular case. some of tehse are available at Holloman NM but the
description, below, is not a lot of help I fear:

NIIN 013142786: COVER,FITTED,VEHICULAR BODY

MATERIALNYLON, MIL-C-20696, TYPE 2, CLASS 2COMMERCIAL AND GOVERNMENT
ENTITY CODE19207MANUFACTURER NAMEU S ARMY TANK AUTOMOTIVE COMMAND
AMSTA-IM-MM
NOTE: Individual items may vary from the above specifications.

Keep this in mind for your future searchs for info though.
