As I've said before, in this particular instance I think the faster/cheaper
action is for Jim Gilmore to line up a 3rd board members support as 3 board
members can call special election without petiton process.
I stand by my opinion that a bond is reasonable. I think that this election
thing where time is important, is not typical of what these provisions are
for. Rather, I think that the petition provision is intended for matters
such as changing the Bylaws, where the beginning and ending times of petition
drive are relatively unimportant. Thus the petition organizers can schedule
there drive to make the most of events, such as this year Findley, OH.,
Aberdeen, and the convention all fell within a 60 day period.
If such provision did not exist, how else would one protect them members
investment in the club from being whittled away? It would seem to me that if
the petitioners don't have enough confidence in their cause to collectively
put together this sum, WHICH WILL BE REFUNDED if their motion carries, then
it is unlikely to be a popular motion with the membership in general.
