this legislation in Germany is new and only time will tell how in the end
it is handled.
Vehicle registration is a state, not federal government, issue if it comes
to how the federal law is interpreted and implied...thus in Bavaria it
might be different from how it is done in Berlin.
Generally, the new law should protect the vehicles previously
registered...but if the registration is suspended, say for restoration or
storage, you have to re-register along the lines of the new laegislation.
My friend with his WC 63 has had the problem already. Further, if a
registration for a vehicle is suspended for more than a year, you have to
proof that it was sold or scraped by a qualified company..for enviromantal
reasons. A claim that you need it as a parts vehicle and all oil etc. has
been drained and the vehicle is stored on a concrete floor ! will not
always do ! One person got a fine of 5000 and 1 year prison, suspended,
already, because he did not dispose of a crashed sports car, he intended to
rebuild sometime to come....
Roadworthiness / registration is usually given for a type through the
manufacturers (e.g. Ford) for a specific type...if this is not available
loke for vehicles produced before the new Germany was
created after the war, one has to apply individually for each vehicle (mind
you, this is not the annual test, but an individual certificate for each
vehicle b e f o r e it gets registered !). This also means, that if the
manufacturer is not known or can be establisched, the owners name will be
given as manufacturer...with wide implications...collect some jeep parts
Willys, Ford, Hotchkiss, restore the bits and put together a drivable model
according to the MB spec, you run the risk of being the manufacturer and
the vehicle was then built in, say 1999...good bye allowance for a historic
vehicle.
If then someone claims it is a military type...good luck !
With Germany having alledgetly quite some power in the EU the other
European collectors in France etc. should be aware of the potential threat
behind the horizon...
You lot in the US are lucky !
