Jason,
You might have a leak in the fuel line on the suction side of the pump.
Have you disconnected the fuel line at the carb to see if the pump is
supplying gas to the carb? With ignition OFF, place the end of the line
in a can and turn the motor over to see if it's pumping. If it is, you may
have a stuck float in the carb. If not pumping, disconnect the suction
line and check to see if the pump creates a vacuum while cranking the
motor. Could be a defective pump.
