I had this problem with my 52 M38. The clutch would not disengage. I found out
that:
1) the clutch pedal play was set wrong.
2) the clutch was seized.
3) I put it in gear (first) and started the engine with the clutch in disconnect
the power to the distributor & coil. It finally broke free after 3 tries. It
had been sitting so long the clutch was seized.
Hope this was of any help.
