[MV] Drunk in an Amtrak in Germany!

I just received this report from an Australian travel organisation,
which is pretty strange in itself but what I really find odd is that
no-one else has mentioned it!
The story doesn't seem quite right, as I was under
the impression that it was "verboten" to own armoured vehicles in
Germany,
let alone be able to obtain insurance to drive/swim the things around?

Is this person another one that our hobby can well do without?

Andreas? Lars?

Germany

A German businessman has had his motor boat sports licence suspended
after being stopped in an amphibious tank on the Elbe River in Hamburg
for
drink driving. According to local newspaper reports, the man had driven
his
tank to the local pub, where he parked the vehicle and imbibed a few too
many
before trying to drive home across the Elbe. The driver was stopped and
breathalysed after he passed a dredge on the wrong side and without
lights.

The amphibious tank, which the businessman had bought from the former
East
German National Peoples' Army, is part of the over US$900 million in
East
German military equipment sold off since reunification. The going price
for
an
amphibious tank is currently around US$53,000. On top of that, owners
must
pay
third party vehicle insurance of around US$213 per week. Driving an
amphibious
tank on German roads is legal, although minimum speed requirements mean
that
they may not be taken on the autobahn.
