[MV] DOT & importing of mil-vehs

Does anyone know what the year of mfg. a vehicle must be, to be under the
special bumpers and other safety equipment that may be required by DOT when
importing into United States?

Does this requirement extend to light trucks such as 4X4 jeep types and
heavier trucks?
