I believe that all of the things you said are correct, but not quite
complete. As much as I'd like to believe that my class C license is
good enough for driving my M109 in CA, section 12804.9(b)(2)(B) of the
CA Vehicle Code clearly states that any single vehicle with three or
more axles, except any vehicle with three axles and a weight rating of
under 6,000 pounds, is a class B vehicle, and thus requires a class B
license. You can look it up yourself at
http://www.leginfo.ca.gov/calaw.html if you want to verify that.
Although the CHP officer I talked to confirmed that vehicles
registered as historic vehicles are exempt from the requirement to
stop at scales and don't pay weight fees, he said that a class B
license would still be required. I could not find any exceptions to
that in the CVC when I looked into it.
I'd really like to see any references to CA laws, court cases, etc.
which prove me wrong. Really! But as far as I can tell by reading
(portions of) the CVC myself, the class B CDL requirement in
California is unambiguous.
