Unable to clean M151A2 NOS vinyl top

Hi list,

I recently purchased a vinyl top in its original army package. When I
unrolled the top
I found it has been rolled with a kind of white powder all over the internal
surface. I suppose
it has been used to avoid gluing.

I tried several cleaning methods, but I wasn't able to completely eliminate
the white spots.
Could you please help me and suggest the correct cleaning product and/or
method ?
