While I can't answer your question about sources
directly, I would suggest that you get the expanding
kind the military uses (with the pin and the latch),
rather than the three ring school type.
As my office goes from paper specifications towards
online publications, I scavenge all the old expanding
binders I can find for my manual collection.
These binders were used at many aerospace companies,
as well as (of course) at most US military bases. I
would suggest trying the surplus yards of those
places, or perhaps people that deal with office supply
surplus from these establishments.
