True there may be some legislation on the horizon for MV's in the U.S. and
this is an international list and people outside the U.S. could probably
care less.
Tighter emmission laws will probably not effect most MV owners unless they
are unfortunate enough to live near a major urban area. In New York and
Colorado, emmissions testing is only done in certain parts of the state. It
is possible to register a vehicle in another part of the state to get around
such problems.
A "less-than-legal" dodge for getting around emmissions testing in NY is to
get a safety inspection done somewhere outside the area where testing is
required. You get a sticker for the vehicle, but the only way for a cop to
know that your vehicle requires an emmissions inspection is to actually look
at the registration paper. Hint: don't speed if you get your sticker this
way.
Another factor is that many MV's (mine included) are registered as antique
vehicles and are exempt from most regulations on vehicle safety (lights,
seat belts, etc.) and emmissions (did not require testing in N.Y. and there
isn't any in Iowa).
I think the government has "bigger fish to fry" than to worry about what
amounts to a handful of MV's.
Regardless, I'm still not voting for Al Gore.
