"RL-28" sounds like the typical type of monicker given
to the various sized reels of twisted-pair commo wire (WD-1/TT), and
"Lamar Electronics" sounds like one of the familiar contractors, too.
Could be you have the remains of a mounting plate or bits of a mounting
system for the wire spools, as part of some battlefield line-laying system.
