  Gee maybe PA is different but I'de toss out what about the thousands of
cruse nights held all over this country where every 50's and 60's
mucele car and its brother drive at night on antique plates ??

Why / what makes your MV with legal headlight (passed state inspection
didn't it ??) so different that its illegal to run it at night ??

Sounds like soom rookie that needs another class in the motor Veh
laws class ..
