Undercoated M37?

In trying to clean up my '65 USMC M37 I find that under the fenders (front
and back) is some substance which seems to have been sprayed on and I don't
know what it is or how to take it off. It isn't road grime, mud or dirt. I
have used a power sprayer at the local car wash.... nothing. On one part I
removed, I had to use a power sander to get to the metal.

Any ideas of what this is and if there is any reasonably easy way of
removing it?
