Here's an original project, get a used golf cart from a military owned golf course. It's technically an MV and they're usually electric powered.

The golf carts at Fort Carson had 4th INF Div emblems on them, so military markings are OK and your civilian golf clubs are the proper vehicle accessories.

If you're looking fo an inexpensive project vehicle that you can enter into MVPA judging, this may be good one. ;-)
