FOIA is a Federal act. Some states but not all have public records
statutes. You can look with out copying. But if it's a gripe that the
ordinance is unfair, my quess is that you'll have to get the city council to
change the law. Unless there is a consititutional problem with the
ordinance, most judges won't over rule a health-safety-welfare law.
